Lombardia Integrata

General Information

Since August 17, 2004 Lombardia Integrata S.p.A. (LISIT S.P.A.) has been a Certification Authority registered in the Italian public directory of supervised/accredited Certification Service Providers, maintained by DigitPA (previously known as CNIPA) which is the Italian Institutional for the promotion of Information Technology in Public Administration.

The LISIT S.p.A. Certification Authority, in brief CA LISIT, has an organizational structure strongly oriented to services offered to the Regione Lombardia (the local government of the Lombardy Region), by working through the Lombardia Informatica S.p.A. corporation. Therefore the only customer of the CA LISIT commercial offer is Regione Lombardia.
CA LISIT, voluntary accredited qualified certification service provider, is accredited by Italy for compliance with the relevant provisions of Directive 1999/93/EC of the European Parliament and of the Council of 13 December 1999 on a Community framework for electronic signatures.

Services

CA LISIT issues qualified certificates of digital signatures that permit to give legal value to the signed electronic documents. In fact the digital signature assures the integrity and the authenticity of electronic documents, as well as the non-repudiation property of digital signature.
Moreover CA LISIT issues certificates of authentication and encipher, which permit to ensure the identity of users accessing to ICT systems and to carry out encryption operations in order to preserve confidentiality of exchanged data or stored information in shared archives. The two pairs of keys, associated to the certificates, are given to the owner on a secure-signature-creation device, after his identification and registration within the PKI.

CA LISIT provides also a Time-Stamping service in compliance with specifications of the RFC 3161. The service is available both on the SISS's extranet(*) and on the Internet. In order to access the service exposed on extranet, the user must be an adherent to the SISS project. In order to access the service exposed on Internet, the user must be in possession of the credentials (userid and password) released by CA LISIT at the moment of registration to the digital certification services.
(*) The SISS is the Lombardy Region Health Information System.

Practices

The Italian law specifies that the owner of digital signature's keys and the users having to verify advanced electronic signatures must be acquainted with all practices developed for the services by Certification Authorities registered in the Italian public directory. Therefore the CA LISIT Certificate Practices Statement (CPS) can be free downloaded here, so as to enable anyone to verify quality of the processes and the security levels adopted by CA LISIT. Within the CPS there are also the obligations and the responsibilities which are established among all entities involved in PKI LISIT.

CA LISIT will take charge of updating the CPS every time it's necessary, e.g. when some variations of procedures of digital certification occur.

General Conditions of Digital Certification’s Services

The general conditions of digital certification services, which regulate the relationship between CA LISIT and the qualified certificate's owner, are accepted and signed by the latter at the moment of his/her Registration to the service.
Here, it is possible to download the contract relating to the general conditions of digital certification service's supply, and the informative document relative to questions of privacy and the treatment of personal data.
Other aspects of the offered services will be defined in specific contracts stipulated with the purchasers, e.g. the service levels guaranteed for all activities related to the issue of certificates, their management in the course of time, the delivery schedule and in more general terms all the aspects of which a certification service's supply is composed.

Legal Aspects

Besides what is specified in the digital certification service's conditions, regarding the obligations and the responsibilities accepted by the CA LISIT's PKI participants, the service of digital certification is in compliance with the Italian law that has accepted the Directive of the European Parliament and the Council 1999/93/CE of 13 December on a community framework for electronic signatures.
